This tutorial, would teach you how to make a border style, like you see hereI'll try and give you basic and simple instruction for this, Good luck :)
Step 1: Lets skip the part where you put the image and blah blah.
Step 2: When you have your image and and background, merge all layers together. Lets do this first, before you have put your text. You should only have one layer. Like This:
Step 3: Right click and choose Layer to Image Size, like this:
Step 4: Use the Rectangle Tool and draw a straight vertical box anywhere, just not in the middle.
When you see a checkered pattern, dont panic! Its just for transparency.
Step 5: Do another one, this time horizontal.

Step 6: Now, in the layer dialog, right click the background and choose alpha to selection.
Step 7: Go to Select > Shrink > 1px
Step 8: Create a new layer, name it if you like :D
Step 9: Press Ctrl + I and fill the NEW LAYER with black.
Step 10: Repeat step 4 and 5 on the same place, but the new layer as the active layer.
Step 11: Merger both layers. Add text and animation or whatever you like.
Step 12: Save as .gif for animated or .png, and your done! :D
